District-certified evaluation plans should reflect and support Kentucky’s commitment of every school being led by an effective leader. Local plans should be designed to catalyze professional growth and create a fair and equitable system to promote and measure the effectiveness of school leaders by:
- providing a basis for leadership improvement through productive principal performance appraisal and professional growth
- encouraging collaboration between the principal and superintendent
- promoting self-growth, leadership effectiveness, and improvement of the principal’s overall job performance
As of 2021, 704 KAR 3:370, defines the Professional Standards for Educational Leaders (PSEL) as the required performance criteria for evaluating all principals and assistant principals. While these standards are required, local district 50/50 Committees and Boards of Education have flexibility in determining how the standards align with the four measures of Planning, Environment, Instruction and Professionalism outlined in the Framework for Personnel Evaluation.
